Philipsen, 23, achieved his second victory in 24 hours after beating Greipel (Israel Start-Up Nation) and Britain's Mark Cavendish (Deceuninck-Quick Step), winner of three of the seven stages, in a bunch sprint in the Turgutreis.
With one day to go, race leader Jose Manuel Diaz lost 3 seconds to Vine who has now closed the gap to only one second going into the final stage, 160.3 km on Sunday between Bodrum and Kusadasi
Argentine Eduardo Sepúlveda (Androni Giocattoli) is third in the general classification, 6 seconds behind the leader and Colombian Jhojan García, from Caja Rural, 4th at 25 seconds.
Philipsen pushed from the outset on stage seven with teammates Vine and Marcel Meisen in tow with their strong pace catching Diaz and his Delko team off guard as they shaved vital seconds of the Spaniards lead.
With the chance of an unlikely overall win in his first top-level race, 25-year-old Canberran Vine thanked the work of his teammates for putting him in a prime position.
"Strong winds meant the peloton was constantly splitting and coming back together throughout the day, and we were in for some hard racing," Vine said.
"At 44 km's to go, most of the peloton was back together, and the sprint points were coming in hot. The team and I decided to go for the sprint points and get those precious seconds.
"We knew the downhill sprint to the finish was going to be hectic, so we made sure we all kept up towards the front. After the perfect lead-out from Lionel Taminiaux, Jasper (Philipsen) managed to sprint for the win which was a great result.
"It was a tough stage but it was really fun and it has me super pumped going into the final stage with the race win within reach."
