Hampton Park resident Isa Kocoglu, 43, appeared in Melbourne Magistrates' Court on Tuesday charged with supporting persons engaged in a hostile activity in Syria.

He was refused bail despite Australian Federal Police agreeing to his release if he agreed to certain conditions.

"I am not satisfied that bail should be granted," Magistrate Luisa Bazzani said. "On the contrary, I think bail should be refused."

It's alleged Kocoglu sent almost $4000, using online payment system PayPal, to a known ISIS jihadist between November 2013 and August 2014.

But Ms Bazzani did not think it was enough to report to police three times a week, stay off social media, and limit Kocoglu's telecommunications to a single mobile phone and a domestic landline.
