Seven men aged in their 20s were in the garage of a Church Road house on 2 May, 2017 playing computer games.
Muhamed Yucel was leaving the garage via a laneway about 9.55pm when a number of shots were fired at the premises.
The 22-year-old from Keysborough was struck in the chest and died at the scene.
Two other Keysborough men, aged 23 and 22 at the time of the incident, received single gunshot wounds and were taken to hospital.
A dark coloured 4WD or similar type vehicle was seen leaving the scene and it’s unknown how many people were in the vehicle at the time of the shooting.
Homicide Squad investigators believe the shooting was a case of mistaken identity and shots were fired by the gunman at the wrong property.
Investigators also believe the shooting is linked to outlaw motorcycle gang activity.
A warrant was executed at another property on Church Street on 26 May, 2017 by detectives from the Echo Taskforce and a 26-year-old Keysborough man was charged with a range of drug and firearm offences.
Homicide Squad detectives are continuing to appeal for public assistance in relation to the murder and are urging anyone who has knowledge of the shooting to come forward.
They are also keen to speak to anyone who saw the vehicle on the night or witnessed any other suspicious activity in the street.
Detective Inspector Tim Day said there is someone out there who has information that could solve this case.
“For a family to lose their son in circumstances such as this is absolutely horrific,” he said.
“I can’t begin to imagine how tough these past 11 months have been for them.
“The Homicide Squad is committed to finding those responsible for Muhamed’s death and we know there are people out there who can provide information about who is responsible.
“I’d urge anyone with any information, no matter how small or insignificant they think it might be, to come forward and this can also be done confidentially.”
