The final report on the state's flawed program has been tabled in the Victorian Parliament after months of hearings, more than 70,000 documents and three high-profile resignations.


The state's second wave led to more than 18,000 infections, 800 deaths and a strict lockdown that cost the economy billions of dollars.  The report says on March 27th, the state government moved to require all international arrivals to undergo mandatory hotel quarantine. It was during a meeting on this day that the decision to use private security was settled on by National Cabinet.
