'This is defending Australian values': PM unveils citizenship test crackdown

The Turnbull Government will tighten requirements for Australian citizenship, with applicants set to face a stand-alone English test and a commitment requirement to embrace Australian values.

Applicants will also need to have lived in Australia as a permanent resident for at least four years, rather than the current 12 months, and  will only be allowed to fail the citizenship test three times.

At present, there is no limit to the number of times a person can fail the test.

Prime Minister Malcolm Turnbull, who will officially unveil  the changes today (Thurs)  says membership of the Australian family is a privilege and should only be granted to those who support our values and respect our laws.

"Citizenship must be valued and we're making changes to-so-the practices and principles of those obtaining citizenship are consistent with our cultural values. Our reforms are designed to get more out of the migration system, to realise its potential to contribute to the economy and they'll ensure that each new migrant has the skills and outlook to contribute to Australia and our economy in the way we need them to."

改革重点:

  • 更严谨的公民入籍试;
  • 拥有家庭暴力和有组织罪行历史不能入籍;
  • 申请人要证明融入澳洲社会,例如受雇和孩子有上学;
  • 更严格英语测试,包括读、写和听力;
  • 申请人还必须以PR永居身份在澳大利亚居住至少4年,而非目前要求的12个月;
  • 入籍考试不及格的次数不能超过3次,三次不通过要等两年重试。目前对入籍考试不及格没有次数限制。
据《澳洲人日报》报道,新措施今日起生效。今年稍后由国会通过修正案,追溯所有今天起的新申请。

澳洲传媒对「即时生效」的具体措施上有很多疑问,但今早特恩布尔和移民部长达顿在记者会上未有作出具体解释,仅称会争取反对派支持,未有时间表。

特恩布尔总理表示成为澳大利亚大家庭的一员是一种特权,应该只为那些支持澳大利亚价值观和尊重澳大利亚法律的人给予公民身份。

他说:“公民身份应当受到重视,我们要做出调整,来确保获得公民身份的流程和规则能够符合我们的文化价值观。我们希望通过改革来体现移民系统的更多内容,来认识到为经济发展带来的潜在贡献,确保每一位新移民都具备我们所期待的为澳大利亚和其经济发展所需的技能和愿景。”
