An initial suspect was released due to insufficient evidence.
Interior Minister Thomas de Maiziere says the search continues for the person who was driving the lorry.
He says:"I cannot either confirm or deny the information in the media. As to his status at the moment I can only give you information when there is some clarity of the facts. It is important to be sure. And that's more important than to be fast."
